Somalia and Qatar have discussed plans to establish a Somali National Leadership Academy, as Mogadishu seeks to strengthen institutional capacity and develop a new generation of national leaders.
Somalia’s Minister of Foreign Affairs and International Cooperation, Abdisalam Ali, held a separate meeting at the Qatar Leadership Centre to discuss the proposed establishment of the academy. The two sides are expected to sign a memorandum of understanding (MoU) on the initiative in the near future.
The meeting was attended by Kamal Tahir Gutale, Permanent Secretary at the Office of the Prime Minister, and Dr. Ahmednur Oliye, Senior Adviser to the Prime Minister.
The discussions took place on the sidelines of an official visit to Qatar led by Somali Prime Minister Hamza Abdi Barre. The proposed academy forms part of Somalia’s broader national transformation agenda, with a focus on strengthening public institutions and developing leadership capabilities.
The initiative is expected to provide a structured platform for leadership development, professional training and capacity building for Somali officials and emerging leaders.
By drawing on Qatar’s experience in leadership development and institutional training, Somalia hopes to strengthen the skills and capabilities needed to support effective governance and the implementation of national development priorities.
The proposed partnership also reflects the growing cooperation between Somalia and Qatar in areas related to institutional development, human capital and governance.
The planned MoU is expected to provide a framework for cooperation between the two sides and outline areas of support and expertise for establishing and developing the Somali National Leadership Academy.
The initiative comes as Somalia continues efforts to modernize its public institutions and build the human and administrative capacity required to advance its national transformation agenda.
For Mogadishu, developing strong leadership and institutional capabilities is seen as an important component of building effective state institutions and delivering sustainable national development.
